The New Jersey County Tax Boards Association supervises municipal tax assessors, equalization, revision and review of assessments and enforcement of the laws, and offers guidelines for property tax assessment.
Market value, also known as full and fair value, may be defined as the highest price in terms of money which a property would bring in a competitive and open market under all conditions requisite to a fair sale, the buyer and seller each acting prudently and knowledgeably, and assuming the price is not affected by undue stimulus.

Assessed Value
The New Jersey County Tax Boards Association established that all real property be assessed at 100% of its market value. The County Assessor determines each property's the full and fair value as if it were to sell in fair and bona fide sale by private contract on the October 1 preceding the date the assessor completes the assessment list.
